In Memoriam: James Blanchar, P.E., D.NE(Ret.), F.ASCE
Captain James H. Blanchar, P.E., D.NE(Ret.), F.ASCE passed away on March 15, 2016, in Fayetteville, Georgia, at the age of 77. He was a Navy veteran and was devoted to ASCE’s Coasts, Oceans, Ports and Rivers Institute. He was COPRI president from 2007-2008 and served on and chaired the Waterways Committee. James became a Diplomate, Navigation Engineer in 2010 and was a Fellow of ASCE.
James attended the University of Louisville and received a bachelor’s and master’s of science in civil engineering. He served in the Navy, became an officer in the reserves and worked for the Army Corps of Civil Engineers for 42 years. He retired as chief of operations with the Rock Island District in 2002.
Throughout his service with the USACE, James and his wife, Beryl, traveled and lived in many states and countries. They were married for 56 years and have two children and three grandchildren.
James will be interred at Arlington National Cemetery.
