The ACOPNE is pleased to announce the election of Daoxian Dave Shen, Ph.D., P.E., D.CE, F.ASCE as the ACOPNE President-Elect for 2023. Dr. Shen is currently serving on the ACOPNE Board as the Coastal Engineering Representative Trustee since October 2020 and Dr. Shen began his tenure as President-Elect on November 18. As the Coastal Engineering Representative on the Board, Dr. Shen serves as Chair of the Coastal Engineering Admissions Committee and he has been a member of the COPRI Coastal Engineering Science Committee since 2011.

Dr. Shen has been a practitioner for three decades in coastal and hydraulic engineering. He is currently the Coastal Engineering Specialist with the Baltimore District of the U.S. Army Corps of Engineer. He technically leads major coastal engineering projects in the district including masterplan development, coastal modeling studies, coastal structure designs, and construction supports. He also serves for other Districts’ coastal projects as an expert. Prior to joining the USACE in August 2022, Dr. Shen was the U.S. coastal group leader at CH2M/Jacobs in New York office, where he was responsible for the group operational activities and their technical work.

Dr. Shen graduated as the valedictorian from Hydraulic Engineering Department at Tsinghua University, in Beijing, China in 1986, and received his doctoral degree from University of Tokyo, Japan, in 1993.

Daoxian enthusiastically stated, "It is my honor to serve on the distinguished ACOPNE Board for the 2022-2023 year as President-Elect. In my role, I would be fully supporting our President, Lori Brownell; elevate and secure ACOPNE’s position within ASCE; and support the ACOPNE candidates that are seeking the next level in their careers- accreditation through ACOPNE Diplomate board certification."
